I have the fast reply activated.

You'll have to do this:

1. Go to Profile
2. Look and Layout Preferences
3. Use quick reply on topic display:
4. Change the option from "don't show at all" to "show, off by default" or "show, on by default", mine's the later though
5. Click Change Profile

Voila! Done! You have quick reply now ;D
